EU ETS benchmark rules published

The benchmarks will be used to determine the level of free allocations of EU Allowances for sectors or sub-sectors during phase 3 of the EU ETS from 2013. Based on the average performance of the 10% most efficient plants in a sector or sub-sector between 2007 and 2008, the benchmarks cover all production-related direct emissions and are expressed in tonnes of carbon dioxide (CO2) per tonne of product produced. They will apply to products including coke, gasoline, cement, lime, steel, aluminium, paper and adipic acid.
