ARB produced the supplement to its environmental analysis of measures to reduce GHG emissions after a court found that its assessment of alternatives to a cap-and-trade programme, due to start in January 2012, was insufficient. The revised ARB analysis concludes that measures that include cap-and-trade would be most likely to help achieve the state's emissions reduction target.
