Californians back greenhouse gas rules as CARB consults on cap-and-trade

Voters cleared the way for a programme to reduce greenhouse gas emissions in California by defeating Proposition 23, which sought to block the Global Warming Solutions Act of 2006 (AB 32). The vote on 2 November followed the release of a proposed regulation to establish cap-and-trade by the California Air Resources Board (CARB).
